Liquid chlorine works fastest and is least expensive. Solid tablets dissolve slowly and keep chlorine levels steady over time. Powdered chlorine dissolves quickly and is often used for shocking. For cloudy water that needs fast treatment, liquid or powdered chlorine works better than tablets.

Beyond chlorine, check your pH and alkalinity. High pH (above 7.6) actually reduces how well chlorine works. If your pH is high, add a pH decreaser (sodium bisulfate) according to package directions.
