Understanding what these rules actually require helps vehicle owners, fleet managers, and equipment operators know what to expect.

Diesel compliance rules come from federal law and state regulations. The Clean Air Act gives the EPA authority to set emissions standards for diesel vehicles. States like California, New York, and Massachusetts have also created their own diesel rules that sometimes go beyond federal requirements. These rules apply to different types of diesel engines based on their size and use. Heavy-duty diesel trucks follow different rules than smaller diesel pickup trucks. Off-road equipment like bulldozers and generators follow different standards than on-road vehicles.

The main compliance areas include emissions testing, engine certification, fuel requirements, and equipment modifications. Emissions testing measures how much pollution a diesel engine produces under specific conditions. Engine certification means the manufacturer has proven to regulators that the engine meets pollution standards. Fuel requirements specify the sulfur content and other qualities diesel fuel must have. Equipment modifications include devices like diesel particulate filters and selective catalytic reduction systems that reduce emissions.

Different vehicle classes face different rules. Class 2B and Class 3 light-duty diesel vehicles have different standards than Class 7 and Class 8 heavy-duty trucks. The EPA changes these standards over time as technology improves. For example, the 2007 standards required much lower nitrogen oxide limits than previous years. The 2010 standards added even stricter requirements for particulate matter. Understanding which standards apply to a specific vehicle requires knowing its model year and classification.

Instruments measure emissions of nitrogen oxides, particulate matter, carbon monoxide, and hydrocarbons. The data gets collected and analyzed to determine if the engine stays within legal limits throughout the test.

Once an engine passes testing, the manufacturer receives a Certificate of Conformity from the EPA. This certificate proves the engine meets emissions standards and can be sold legally. The certificate number appears on the engine label. Buyers of diesel vehicles can verify this certification by looking for the label on the engine or checking EPA databases. This certification is binding for a set number of years or miles. If an engine becomes certified as compliant, it remains that way as long as the owner maintains it properly.

Different test procedures exist for different engine types. Light-duty diesel vehicles use the Worldwide Harmonized Light Vehicle Test Procedure (WLTP) or older procedures depending on model year. Heavy-duty engines use the FTP or the Ramped Modal Procedure (RMP). Marine diesel engines face the International Maritime Organization (IMO) standards. Off-road diesel equipment uses procedures like the Nonroad Transient Cycle. Each test method produces results in grams of pollutant per horsepower-hour or similar units.

The EPA also conducts in-use testing on vehicles already on the road. This means regulators buy vehicles, drive them under normal conditions, and measure their emissions. If a vehicle produces more pollution than its certification allowed, manufacturers may face recalls or penalties. For example, Volkswagen's 2009-2015 diesel vehicles were recalled because their on-road emissions exceeded certified levels by up to 40 times. This led to over $14 billion in settlements and required equipment retrofits.

This means diesel vehicles in California and these other states must meet a different set of rules than diesel vehicles in states following federal standards only.

California's rules are generally more restrictive. For example, California has lower nitrogen oxide limits for heavy-duty trucks than federal standards. California also has different particulate matter limits and requires use of specific emission control technologies. California's diesel fuel standard requires lower sulfur content than the federal standard. Starting in 2020, California required heavy-duty trucks to have advanced emission control systems. By 2024, new heavy-duty diesel trucks sold in California must produce 90% less nitrogen oxide than earlier models.

Several states have created specific diesel regulations for high-pollution areas or particular industries. South Coast Air Quality Management District in southern California created its own rules for diesel equipment used in construction, ports, and mining. The Bay Area Air Quality Management District in northern California has similar rules. New York City bans the dirtiest diesel equipment and requires cleaner fuels for diesel buses and trucks. These local rules often apply to any equipment operating in that region, even if registered elsewhere.

Diesel vehicle owners and fleet managers operating in multiple states need to know which standards apply in each location. A truck operating in both federal states and California states must meet California standards everywhere because it cannot switch compliance systems at state borders. Similarly, equipment operating in multiple countries may need to meet standards of several different countries. Environmental groups have pushed for stricter rules because diesel engines emit fine particulate matter linked to heart disease, lung disease, and early death. The American Lung Association estimates 4,000 premature deaths yearly in the United States from diesel engine pollution.
